Frequently Asked Questions about Free and Reduced Meals


1. Do I need to fill out an application for each child?

No. Please use one Free and Reduced-Price School Meals Application for all students in your household. We cannot approve incomplete applications, so please ensure all required information is filled out thoroughly.

2. Who qualifies for free meals?

  • Assistance Programs: All children in households receiving benefits from [State SNAP][the Food Distribution Program on Indian Reservations (FDPIR)], or [State TANF] qualify for free meals regardless of income.
  • Income Limits: Your children can receive free meals if your household’s gross income falls within the free limits outlined by the Federal Income Eligibility Guidelines.
  • Note: If you received a Notice of Direct Certification for free meals, do not complete an application. However, please notify the school if any children in your household were omitted from that notice.

3. Can foster children receive free meals?

Yes. Foster children who are under the legal responsibility of a foster care agency or the court system are automatically eligible for free meals.

4. Can homeless, runaway, Head Start, and migrant children receive free meals?

Yes. Children who meet the federal definition of homeless, runaway, or migrant are eligible. If you believe your children meet these descriptions and you have not yet been notified of their eligibility, please contact Ann Grimm at ann.grimm@yourcharlotteschools.net

5. Who qualifies for reduced-price meals?

Your children qualify for reduced-price meals if your total household income falls within the limits outlined by the Federal Income Eligibility Guidelines

6. My child’s application was approved last year. Do I need to fill out a new one?

Yes. Your child’s application is only valid for that specific school year and the first thirty days of the current school year. You must submit a new application every year.

7. Should I fill out an application if I already received a letter this school year saying my children are approved?

No. However, please review the letter carefully to ensure all information is correct and follow any specific instructions.

8. I receive WIC benefits. Can my children get free meals?

Children in households participating in WIC may be eligible for free or reduced-price meals. Please submit an application so we can determine eligibility.

9. Will the information I provide be verified?

Yes. We may also request written proof to verify the information submitted on the application.

10. If I don’t qualify now, may I apply later?

Yes. You may apply at any time during the school year. For instance, if a parent or guardian becomes unemployed or household income drops below the eligibility limit, your children may become eligible at that time.

11. What if I disagree with the school’s decision regarding my application?

12. May I apply if someone in my household is not a U.S. citizen?

Yes. You and your children do not need to be U.S. citizens to qualify for the free or reduced-price meal program.

13. Who should I include as members of my household?

You must include everyone living in your home—whether related or not (such as grandparents, other relatives, or friends)—who shares income and expenses. You must also include yourself and all children living with you.
Do not include individuals who live with you but are economically independent (e.g., roommates who pay a pro-rated share of expenses, do not share income, and do not financially support you or your children).

14. What if my income fluctuates?

Please list your normal monthly or weekly income. For example, if you typically make $1,000 each month but missed work last month and only earned $900, report your usual income of $1,000. Include regular overtime, but omit it if you only work overtime occasionally. If you have recently lost your job or experienced a permanent reduction in hours or wages, please report your current income.

15. We are in the military. Do we include our housing allowance as income?

If you receive an off-base housing allowance, it must be included as income. However, if your housing is part of the Military Housing Privatization Initiative, do not include that allowance.

16. My spouse is deployed to a combat zone. Is their combat pay counted?

No. If combat pay is received additionally due to deployment, and was not earned prior to deployment, it is excluded from your household income.

17. My family needs additional support. Are there other programs available?
